Phase
Close
Starts with
The variant-specific completion gate is satisfied
Ends with
Active Program execution is closed
The guide completes the variant-specific return or outcome steps. Fishing variants also require a submitted Fishing Report; non-fishing and POA variants close without one. Finish program closes active execution and attempts to stop GPS while other source records keep their own reconciliation work.
The required variant timeline and evidence are complete.
IN only, OUT only, POA, Transition, and Transition + POA do not use this gate.
Confirms the final execution step once, after the evidence is submitted.
Reviews the closed Program separately from downstream reconciliation.
The variant completion gate, any required Fishing Report, and the enabled Finish program action.
Why: Close the active work only when its required evidence is complete.
A closed Program with its variant-specific outcome and recorded exceptions.
Why: Review delivery without confusing closure with every downstream reconciliation.
Program completion closes active execution after the selected variant's real gate; it does not reconcile inventory, correct the CIS, settle access charges, or curate field knowledge.
