A Guide tries to send a Fishing Program for a Beat whose authoritative Access requirements include a Guide-held license that is missing, expired, or not valid yet. Trailhead explains the exact gap, leaves every Program record unchanged, and accepts the same draft only after the Guide or Beat becomes eligible.
