Documents and licenses

Keep guide-supplied evidence reviewable without confusing upload, verification, and beat requirements.

Guides maintain their own professional evidence from mobile Profile. Management reads the stored files, extracted fields, expiry information, and status when reviewing readiness.

Uploading or replacing a document creates a review obligation; it does not verify the document. Missing, uploaded, reviewed, verified, rejected, expiring, and expired conditions must remain distinguishable.

Licenses held by the guide belong to the guide profile. Licenses required for a beat belong to its Beat Passport. The remaining product gap is the final two-sided matching and watchout automation, so documentation must not claim that every assignment is already blocked by that comparison.
